POSITION
about the organization and work of a speech therapy center
1. General Provisions
1.1. This Regulation on the speech therapy centermunicipal budgetary preschool educational institution kindergarten “Umka” in the village of Bizhbulyak, municipal district Bizhbulyaksky district of the Republic of Bashkortostan (hereinafter referred to as the Regulations) developed in accordance with the following regulations and legal acts:
Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”;
Order of the Ministry of Education and Science of the Russian Federation (Ministry of Education and Science of Russia) dated August 30, 2013 No. 1014 “On approval of the Procedure for organizing and implementing educational activities in basic general education programs - educational programs of preschool education”;
Instructive letter of the Ministry of Education of the Russian Federation dated December 14, 2000. No. 2 “On organizing the work of a speech therapy center in a general education institution”;
SanPiN 2.4.1.3049-13 “Sanitary and epidemiological requirements for the design, content and organization of the operating mode of preschool educational organizations”;
Order of the Ministry of Health and Social Development of the Russian Federation dated August 26, 2010. No. 761n “On approval of the Unified Qualification directory and positions of managers, specialists and employees, section “Qualification characteristics of positions of education workers”;
The Charter of the MBDOU kindergarten "Umka" s. Bizhbulyak.
1.2. Position determines the goals, objectives, content and organization of correctional work with children with speech disorders in the MBDOU kindergarten "Umka" p. Bizhbulyak (hereinafter referred to as the preschool educational institution), implementing educational programs for preschool education.
1.3. The regulations regulate the organization of the work of a speech therapy center in a preschool educational institution, the main directions of legal, educational and correctional activities, guarantee the opportunity to receive speech therapy assistance for children with speech disorders, and provide conditions for their personal development and pedagogical rehabilitation.
1.4. A speech therapy center (hereinafter referred to as the “Logopoint”) is opened by the head of a preschool educational institution in the presence of appropriate regulatory, material, technical, programmatic, methodological and personnel conditions for the purpose of early detection and overcoming deviations in the development of oral speech in preschool children.
1.5. The direct management of the Logopunkt is carried out by the head of the preschool educational institution, whose rights and responsibilities are determined by the Charter of the preschool educational institution, the employment contract, qualification requirements and these Regulations.
1.6. The speech therapy center operates in accordance with the educational program of the preschool educational institution.
1.7. Responsibility for the organization and effectiveness of the educational process at the Logopunkt lies with the speech therapist teacher.
1.8. For the speech therapy center, an office with an area that meets sanitary and hygienic standards is allocated. The speech therapy center is provided with special equipmentaccording to Appendix 5 of the instruction letter of the RF Ministry of Defense dated December 14. 2000 No. 2.
1.9. The regulations are adopted by the Pedagogical Council of the preschool educational institution and approved by order of the head. Changes and additions to these Regulations are made by the Pedagogical Council and approved by order of the head.
1.10. The duration of this Regulation is not limited. When legislation changes, the Regulations are amended in accordance with the established procedure.
2. Goals and objectives
2.1. A speech therapy center in a preschool educational institution is created in order to provide correctional assistance to preschoolers who have disorders in the development of oral speech (of a primary nature), timely detection of speech disorders, and correction of disorders in the development of oral speech in preschoolers.
2.2. The main tasks of Logopunkt are:
Timely detection of speech disorders in preschool children (preschool children);
Correction of disorders in the development of oral speech in preschool children;
Dissemination of speech therapy knowledge among teachers and parents (legal representatives) in order to prevent speech disorders in children, as well as to optimize the process of speech therapy intervention.
3. Acquisition procedure and organization of activities
3.1. The staffing of the speech therapy center is carried out on a multi-age basis from among pupils aged 3-7 years with speech impairments attending preschool educational institutions.
3.2. Children are enrolled in a speech therapy center on a first-come, first-served basis according to the register of children in need of speech therapy help (Appendix No. 1, p. 9). Children aged 5-7 years who have speech impairments that impede the successful acquisition of preschool educational programs or cause the appearance of secondary disorders of a social nature, as well as in order to ensure equal starting opportunities for obtaining general education, have the right to priority enrollment in Logopunkt.
3.2.1. A list of children in need of speech therapy help is compiled on the basis of a speech therapy examination, which is carried out by a speech therapist at a preschool educational institution annually from September 1 to 15 and from May 15 to 30, the results of the examination are recorded in the log of speech therapy examination of children (Appendix No. 2, p. 10) .
3.2.2. The list of children enrolled in a speech therapy center is developed by a speech therapist and approved by the head of the preschool educational institution (Appendix No. 3, p. 11). Enrollment in a speech therapy center is possible only with a written application from parents (legal representatives) (Appendix No. 4, p. 12). Parents (legal representatives) have the right to refuse enrollment in a speech therapy center, in which case the refusal must be recorded in writing (Appendix No. 5, p. 13).
3.2.3. For each child enrolled in a speech center, a speech card is filled out (Appendix No. 6, p. 14) and an individual correctional work plan (Appendix No. 7, p. 17).
3.3. Children who have:
General underdevelopment of speech of varying degrees of severity (ONR);
Phonetic-phonemic speech underdevelopment (FFSD);
Phonemic speech underdevelopment (FSD);
Stuttering;
Pronunciation deficiencies – phonetic defect;
Speech defects caused by a violation of the structure and mobility of the organs of the speech apparatus (dysarthria, rhinolalia);
3.3.1. The total number of children enrolled in the Logopunkt should not exceed 20 people during the year,At the same time, 12-15 children receive speech therapy help.
3.3.2. Children with severe, persistent speech impairments who have a speech therapy conclusion are not eligible for admission to the preschool speech therapy center: systemic speech disorder; alalia.
3.3.3. If a child aged 3 to 7 years has the above complex speech disorders, the speech therapist teacher gives recommendations to parents (legal representatives) on the need to conduct a comprehensive examination by PMPK specialists in order to decide on his transfer to a preschool educational institution in which speech therapy groups operate in order to achieve maximum effect in the work to correct speech disorders. In case of refusal to undergo the PMPK, it is necessary to obtain a written refusal from the parents (legal representatives) (Appendix No. 8, p. 18).
3.3.4. If the PMPK recommends a specialized institution, but the parents (legal representatives) refuse to transfer to a specialized institution, then it is necessary to obtain a written refusal from the parents (legal representatives) (Appendix No. 9, p. 19).
3.3.5. In exceptional cases, a child with severe speech impairment or children with otherwith disabilities (hereinafter referred to as HIA) can be enrolled in a speech therapy center as part of inclusive education, but in this case, the number of people enrolled in the speech therapy center is reduced at the rate of 1:2 or 1:3, depending on the severity of the diagnosis.
3.4. Children are released from the speech therapy center throughout the school year after their speech development disorders have been eliminated.
3.5. New children are admitted to the speech therapy center as space becomes available throughout the school year.
3.6. The main form of organizing work with children with speech disorders at a speech therapy center is individual lessons. Subgroup classes are organized as needed at certain stages of speech therapy work, if there are children of the same age who have speech disorders of a similar nature and severity. The maximum number of children in a subgroup is set depending on the nature of the disorder in the development of oral speech and the age of the pupils.
3.6.1. Classes with children at the speech therapy center are held daily during hours free from classes during the day according to the cyclogram approved by the head of the preschool educational institution.
3.6.2. The educational load for children with speech defects is calculated taking into account special speech therapy sessions and cannot exceed the maximum permissible educational load for each age of pupils. The frequency of individual and subgroup lessons depends on the nature of the speech development disorder and should be at least 2-3 times a week with each child (Appendix 3 of the letter of the Ministry of Defense of the Russian Federation dated December 14, 2000 No. 2).
3.6.3. The beginning and duration of the school year at the logo center corresponds to the work of the preschool educational institution.
3.6.4. The period of correctional education for a child at the Logopunkt depends on the degree of complexity of the defect, the individual and personal characteristics of the child and is:
6 months – for children with a phonetic defect (more than 6 months – for children with a phonetic defect caused by dysarthric disorders);
9 months – for children with phonetic-phonemic underdevelopment (hereinafter referred to as FFN) and phonemic underdevelopment in various forms of speech pathology;
from 2 to 3 years – for children with general speech underdevelopment (hereinafter GSD) with various forms of speech pathology;
1 – 2 years – for children with stuttering.
3.6.5. In order to clarify the diagnosis, preschool children with speech impairments, with the consent of their parents (legal representatives), are sent by a teacher, speech therapist or pediatrician to the appropriate treatment and preventive institutions for examination by specialists (neurologist, child psychiatrist, otolaryngologist, ophthalmologist, etc.)or to the psychological, medical and pedagogical commission.
3.7. Responsibility for compulsory attendance at classes lies with parents (legal representatives), a speech therapist teacher, an educator and the director of a preschool educational institution.
4. Participants in the correctional educational process
4.1. Participants in the correctional and educational process at a speech therapy center are: the child, parents (legal representatives), a speech therapist, a teacher-psychologist, an educator, and the administration of a preschool educational institution.
4.2. A child with a speech impairment has all the rights stated in the UN Convention on the Rights of the Child,legislation of the Russian Federation and the Federal State Educational Standard for Education.
4.3. Parents (legal representatives)create conditions in the family that are favorable for the child’s general and speech development. Interact with teaching staff to overcome the child’s speech disorders.
4.4. The work of a speech therapist is carried out in the following areas:
4.4.1. Analytical and diagnostic:
A speech therapist conducts an examination of the speech development of preschool children, registers a list of pupils in need of speech therapy assistance;
Prepares a list of children enrolled in the speech therapy center for the school year in accordance with the maximum occupancy established by clause 3.3.1. of this Regulation.
4.4.2. Correctional:
Creates conditions aimed at correcting the speech development of pupils,development and improvement of speech processes, prevention, correction and compensation of speech disorders;
Determines the frequency and duration of individual and subgroup classes at the speech therapy center;
Plans and conducts correctional work with children enrolled in a speech therapy center to correct violations in the development of oral speech;
Independently selects methods and techniques of correctional work;
Draws up individually oriented corrective measures to ensure the satisfaction of the special educational needs of children with disorders in the development of oral speech and their integration into preschool educational institutions.
4.4.3. Organizational and methodological:
Interacts with teaching staff of preschool educational institutions, parents (legal representatives):
1) provides advisory assistance to teaching staff, parents (legal representatives), informs about the progress of correctional work, and gives the necessary recommendations;
2) improves the pedagogical competence of parents (legal representatives) of children attending preschool educational institutions in matters of development and education of preschool children with speech disorders; - monitors the implementation by educators of recommendations on the speech development of children enrolled in the Speech Therapy Center; - maintains the necessary documentation for planning and carrying out correctional work in accordance with the Nomenclature of Work for a speech therapist teacher (Appendix No. 10, p. 20).
Submits an annual report on the effectiveness of the correctional work of the speech therapy center to the head of the preschool educational institution by May 30 in the form (Appendix No. 11, p. 21).
Participates in the work of the regional methodological association of preschool teachers.
Improves his professional qualifications and is certified in accordance with current regulatory documents.
4.4.4. Monitoring:
Monitors the dynamics of elimination of speech disorders of students enrolled in a speech therapy center, adjusts the content of correctional work, methods, techniques of speech therapy assistance.
4.4.5. Preventive:
Creates conditions aimed at preventing violations in the development of pupils’ oral speech.
Organizes parent meetings, individual and group consultations, conversations, open classes for parents and educators with removable materialpurposeful systematic joint work of a speech therapist, educational psychologist, educators and parents (legal representatives) to identify children at risk.
4.4.6. A speech therapist at a speech therapy center is entitled to all the benefits and advantages (duration of the next vacation, pension scheme) provided for by the legislation of the Russian Federation for teachers of rural educational institutions.
4.4.7. The salary rate for a speech therapist teacher is set at 20 astronomical hours of teaching work per week, of which 18 hours are allocated for working with children in groups and individually, 2 hours are allocated for advisory work. During consultation hours, the speech therapist teacher works to clarify the established speech therapy conclusion, more thoroughly examining the children’s speech, gives recommendations to parents (legal representatives) of pupils on correcting the phonetic defect, holds consultations with parents and teachers, and draws up the necessary documentation.
4.4.8. Speech therapist teacher performs job dutiesaccording to the employment contract, the qualification requirements for the position of teacher - speech therapist of the Order of the Ministry of Health and Social Development of the Russian Federation dated August 26, 2010 No. 761n “On approval of the Unified Qualification directory and positions of managers, specialists and employees, section “Qualification characteristics of positions of education workers.”
4.5. Educational psychologist:
Conducts psychological and pedagogical studies of students enrolled in the Logopunkt;
Carries out the correction and/or development of the basic mental processes of students attending the Logopunkt;
Activates the compensatory capabilities of pupils with speech impairments;
Organizes classes to relieve anxiety and negative mood during classes;
Provides advisory assistance to parents (legal representatives);
Provides scientific and methodological assistance to preschool teachers.
4.6. Educator:
Creates a subject-based developmental environment for timely speech development and prevention of disorders in the development of oral and written speech of children of the entire group;
Monitors the assimilation of the content of the educational program of preschool education by children enrolled in a speech therapy center;
Observes the progress of children’s speech development, diagnoses the prerequisites and signs of the formation of atypical (advanced, delayed, distorted) variants of oral speech development;
Participates, on the instructions of the speech therapist, in the implementation of correctional measures that provide correction and compensation for deviations in speech development, taking into account the age and psychophysiological characteristics of children enrolled in the speech therapy center;
Exercises control over the correct pronunciation of sounds corrected by the teacher-speech therapist at the automation stage in children enrolled in a speech therapy center, in all types of children's activities, routine moments during the day;
Interacts with the speech therapist teacher, parents (legal representatives) of the preschool educational institution on the issues of mastering the educational program by children enrolled in the Logopunkt;
Involves parents (legal representatives) of children enrolled in the Logopunkt into correctional work and ensures interest in its effectiveness.
4.7. Administration of the preschool educational institution:
Ensures the creation of conditions for carrying out correctional and pedagogical work with children;
Selects teachers for correctional work;
Provides the speech therapy center with special equipment, educational and visual aids, taking into account the specifics of correctional work in accordance with Appendix 5 of the instruction letter of the Ministry of Defense of the Russian Federation dated December 14. 2000 No. 2.
5. Material and technical base and financial support of the speech therapy center
5.1. For the speech therapy center in the preschool educational institution, an office is allocated that meets the requirements of SaNPiN.
5.2. The administration of the preschool educational institution is responsible for the equipment of the speech therapy center, its sanitary condition and repairs.
5.3. The speech therapy center is financed by the preschool educational institution on the basis of which it was created.

The work of a speech therapist in children's medical institutions is carried out in accordance with Order of the Ministry of Health of the Russian Federation dated December 27, 1998 No. 383.

The work of speech therapy rooms is carried out on the basis of the Regulations on the children's speech therapy room.

1. General Provisions
· Speech therapist - a specialist with a higher pedagogical defectology education in the specialty of speech therapy, proficient in methods of neuropsychological examination of patients with speech disorders and other higher mental functions, individual and group rehabilitation training, theoretical and practical knowledge in the field of defectology, provided for by the training program in accordance with the requirements of the qualification characteristics and received a certificate in speech therapy.
· In his work he is guided by the current legislation of the Russian Federation on issues of education and health protection of citizens, orders of the Ministry of Health and the Ministry of Education of Russia, education and health authorities and these Regulations.
· Reports to the head of the institution and his deputy.
· Appointed to a position and dismissed from a position in accordance with current legislation.
2. Responsibilities
· Conducts diagnostic examinations of patients with speech disorders and other higher mental functions.
· Together with the doctor, draws up individual programs for medical and pedagogical rehabilitation of patients with speech disorders and other higher mental functions (aphasia, dysarthria, agnosia, apraxia, dyslexia, dysgraphia, stuttering, delayed speech development, etc.).
· In accordance with the planned programs, conducts individual and group classes with patients.
· Arranges consultations with doctors and other specialists as necessary.
· Conducts advisory work with relatives of patients, including recommendations regarding activities with patients at home.
· Has a schedule of working directly with patients in accordance with the current staff standards for teaching work in healthcare institutions.
Preparation of manuals, documentation, work with relatives, consultations with specialists and other activities are carried out outside the work schedule with patients.
· Together with the doctor, participates in maintaining medical documentation with records of the content of the consultation, the results of a speech therapy (neuropsychological) examination, an individual program of medical and pedagogical rehabilitation, information about the classes conducted, stage-by-stage epicrises indicating the dynamics of the patient’s condition at least once every 10-12 days, final epicrisis. · At the end of the calendar year, submits an annual report on the work to the chief speech therapist of the health authority.
· Improves his qualifications in defectology through advanced courses at least once every 5 years.
· Introduces modern methods of speech therapy assistance into practice.
· Takes part in meetings, scientific and practical conferences of doctors and teaching staff in the field of their work.
· Participates in the work of public professional organizations.
4. Responsibility of the speech therapist
In case of violations of the rights of citizens in the field of health protection, dishonest performance of their professional duties and violations of pedagogical ethics, he is liable in accordance with the current legislation of the Russian Federation.

General provisions.
1.1. These Regulations have been drawn up in accordance with the Law of the Russian Federation “On Education”, standard Regulations on a general education institution, Sanitary Rules, School Charter, Instruction Letter No. 2 “On the organization of the work of a speech therapy center of a general education institution” of the Ministry of Defense of the Russian Federation dated December 14, 2000.
1.2. These Regulations establish the procedure for organizing and operating a speech therapy center in a school.
1.3. The speech therapy center is a structural subdivision of the Municipal Budgetary Educational Institution “Soviet Secondary School No. 1”.
1.4. General management of the work of the speech therapy center is entrusted to the head of the school.
1.5. For the speech therapy center, an office with an area that meets sanitary and hygienic standards is allocated. The office is equipped according to the requirements for it.
2. Goals and objectives.
2.1. The speech therapy center of the MBOU "Soviet Secondary School No. 1" was created to provide assistance to students who have disorders in the development of oral and written speech (of a primary nature).
2.2. The main tasks of the speech therapy center are:
Correction of violations in the development of oral and written speech of students;
Timely prevention and overcoming difficulties in students’ mastery of general education programs;
Explanation of special knowledge in speech therapy among teachers, parents (legal representatives) of students.
The work of a speech therapist is carried out in the following areas:
3.1. Analytical and diagnostic work – a comprehensive speech therapy examination of students’ oral and written speech; collection and analysis of anamnestic data; psychological and pedagogical study of children; differential diagnosis of speech disorders; processing of survey results; determining the prognosis of speech development and correction; recruitment of groups and subgroups based on diagnostic data; drawing up a long-term plan for correctional and speech therapy work for each group; scheduling classes.
3.2. Preventive and educational work is aimed at increasing the level of professional activity of teachers and the awareness of parents (legal representatives) about the tasks and specifics of speech therapy correctional work and measures to improve the performance of students with speech disorders in the classroom and at home. Carried out through parent meetings, individual and group consultations, conversations, open classes, a speech therapy stand for parents and teachers with removable materials; purposeful, systematic joint work of a speech therapist, educational psychologist, teachers and parents (legal representatives) to identify children at risk.
3.3. Correctional and developmental work is aimed at the development and improvement of speech and non-speech processes, prevention, correction and compensation of speech disorders, development of cognitive, communicative and regulatory functions of speech. The work is carried out at the phonetic, lexical and syntactic levels.
3.4. Organizational and methodological work is aimed at:
Increasing the level of speech therapy competence of a speech therapist;
Ensuring communication and continuity in the work of the speech therapist, teachers and parents in solving problems in overcoming speech underdevelopment in students;
Increasing the efficiency of the correctional and speech therapy process;
Improving the software and methodological equipment of the correctional and speech therapy process.
The work includes: development of methodological recommendations for teachers and parents on providing speech therapy assistance to children, long-term planning; studying and summarizing best practices; experience exchange; searching for the best means of correcting children's speech; production and acquisition of visual and didactic material.
4. Recruitment procedure and organization of activities.
4.1. A speech therapy center is created in a general education institution if there is three to eight grades of the first stage of primary general education in a general education institution located in a rural area.
4.2. The speech therapy center enrolls students of a general education institution who have disorders in the development of oral and written speech that impede their successful development of general education programs with the following diagnoses:
General underdevelopment of speech of varying degrees of severity (ONR);
Phonetic-phonemic speech underdevelopment (FFSD);
Phonemic speech underdevelopment (FSD);
Stuttering;
Pronunciation deficiencies – phonetic defect;
Speech defects caused by a violation of the structure and mobility of the organs of the speech apparatus (dysarthria, rhinolalia);
Reading and writing disorders caused by general, phonetic-phonemic underdevelopment of speech.
4.3. First of all, the speech therapy center enrolls students who have disorders in the development of oral and written speech that interfere with the successful development of general education programs, with the following diagnoses:
ONR;
FFNR;
FNR.
4.4. Enrollment in a speech therapy center is carried out on the basis of a speech examination of students, which is carried out from September 1 to 15 and from May 15 to 30.
4.5. Examined students who have disorders in the development of oral and written speech are registered in the form according to Appendix 1 instructive letter of the Ministry of the Russian Federation No. 2 dated December 14, 2000. Enrollment in a speech therapy center from among those examined is carried out throughout the entire academic year.
4.6. For each student enrolled in a speech therapy center, the speech therapist teacher fills out a speech card in accordance with Appendix No. 2 to the instruction letter of the Ministry of the Russian Federation No. 2 dated December 14, 2000.
4.7. Students are released from the speech therapy center throughout the academic year after their impairments in the development of oral and written speech have been eliminated.
4.8. Classes with students are conducted both individually and in groups. Groups are created depending on the nature of the disorder in the development of oral and written speech.
4.9. The duration of group speech therapy classes is:
for 1st grade students 35 minutes;
for students in grades 2-4 40 minutes.
The duration of an individual lesson is 20 minutes.
4.10. Topics of group and individual lessons and attendance records are reflected in the log of speech therapy sessions.
4.11. If necessary, the speech therapist teacher may recommend (by agreement with the parents or their legal representatives) consultations with specialists.
4.12. Responsibility for students attending classes at the speech therapy center lies with the speech therapist, class teacher, and parents.
5. Organization of speech therapy work
5.1. The maximum capacity of a speech therapy center is no more than 20 people.
5.2. The maximum group size is set depending on the nature of the disorder in the development of oral and written speech of the student in accordance with Appendix No. 3 to the instructional letter of the Ministry of the Russian Federation No. 2 dated December 14, 2000.
With general speech underdevelopment (GSD) - up to 3 people;
With mild general underdevelopment of speech (GONSD) - up to 4 people;
Phonetic-phonemic speech underdevelopment (FFS) and phonemic speech underdevelopment (PS) - up to 5 people;
With deficiencies in reading and writing caused by phonetic-phonetic (phonemic) speech underdevelopment - up to 5 people;
With deficiencies in reading and writing due to mildly expressed general underdevelopment of speech – up to 4 people;
With deficiencies in reading and writing due to general underdevelopment of speech - up to 2 people;
People who stutter - up to 3 people;
With deficiencies in the pronunciation of individual sounds - up to 6 people;
Minimum group size - 3 students
5.3. Classes with students at a speech therapy center are usually held outside of school hours, taking into account the operating hours of the educational institution. Correction of pronunciation for first grade students with phonetic defects that do not affect academic performance, as an exception, can be carried out during lessons (except for Russian language and mathematics lessons), (based on: letter of the Ministry of Education of the Russian Federation dated December 14, 2000 No. 2 “On the organization of work speech therapy center of a general education institution")
5.4. The frequency of group and individual classes is determined by the severity of the speech development disorder.
5.5. Group classes are held:
With students who have general speech underdevelopment; reading and writing disorders caused by general speech underdevelopment, at least three times a week;
With students who have phonetic-phonemic or phonemic speech underdevelopment; reading and writing disorders caused by phonetic-phonemic or phonemic underdevelopment of speech, at least two to three times a week;
With students who have a phonetic defect at least once or twice a week;
With students who stutter at least three times a week.
Individual lessons are held at least three times a week with students who have general speech underdevelopment of the second level according to R.E. Levina, speech defects caused by a violation of the structure and mobility of the organs of the speech apparatus (dysarthria, rhinolalia).
5.6. The topics of group and individual lessons with students and recording of their attendance are reflected in the log of speech therapy sessions.
5.7. If the diagnosis is clarified, a student with speech impairments, with the consent of the parents (legal representatives), is sent by a teacher-speech therapist to the appropriate treatment and preventive institutions for examination by specialist doctors or to a psychological-medical-pedagogical commission.
5.8. Responsibility for students' mandatory attendance at classes at the speech therapy center lies with the speech therapist and class teacher.
6. Rights and responsibilities of a speech therapist teacher.
6.1. Persons who have a higher education in defectology or who have graduated from special faculties with a specialty in speech therapy are appointed as speech therapists.
6.2. A speech therapist teacher is appointed and dismissed in the manner prescribed by law.
6.3. Teacher speech therapist:
Conducts classes with students to correct various violations of oral and written speech;
Interacts with teachers on issues related to students’ mastery of general education programs (especially in their native language);
Consults parents (legal representatives) of students on the correction of violations in the development of written and oral speech
Presents to the head of the educational institution an annual report in text form and in grid report form on the number of students who have disorders in the development of oral and written speech in a general education institution and the results of training in a speech therapy center according to the form in accordance with Appendix No. 4 to the instruction letter of the Ministry of the Russian Federation No. 2 dated December 14, 2000.
6.4. The salary rate for a speech therapist teacher is set at 20 astronomical hours of teaching work per week, of which 18 hours are allocated for working with children in groups and individually, 2 hours are allocated for advisory work. During consultation hours, the speech therapist teacher works to clarify the established speech therapy conclusion, more thoroughly examining the children’s speech; gives recommendations to students and their parents on correcting phonetic defects; conducts consultations with parents and teachers; prepares the necessary documentation.

Regulations on the speech therapy group
1. General Provisions
1.1. This regulation regulates the activities of the speech therapy group in preschool educational institutions in accordance with the Federal Law “On Basic Guarantees of the Rights of the Child in the Russian Federation” dated July 24, 1998. No. 124-FZ;.
1.2. This regulation determines the procedure for organizing the activities of the speech therapy group of the preschool educational institution of the city of _____ No. _____ (hereinafter referred to as the preschool educational institution) in accordance with the Law of the Russian Federation “On Education”, Model Regulations on a Preschool Educational Institution, on the basis of the Instructive Letter of the Ministry of Education of the Russian Federation dated February 14, 2000 No. 2 “On the organization of a speech therapy center in a general education institution”, the Charter of the preschool educational institution, the provisions of the preschool educational institution “On the regulatory and legal organization of speech therapy support”
1.3. A speech therapy group is created in a preschool educational institution - kindergarten of compensatory or combined type, if there are conditions for functioning with the purpose
1.4 The purpose of organizing a speech therapy group in a preschool educational institution is to create an integral system that provides optimal pedagogical conditions for the correction of disorders in the development of children’s speech (of a primary nature), in their mastering of preschool educational programs and preparing children for successful education in a comprehensive school.
1.5 The main tasks of the speech therapy center of preschool educational institution No.____:
– correction of oral speech disorders in children: formation of correct pronunciation, development of lexical and grammatical means of the language, coherent speech skills;
– timely prevention of reading and writing disorders;
– correction of deficiencies in emotional, personal and social development;
– activation of children’s cognitive activity;
– promotion of speech therapy knowledge among teachers, parents (legal representatives).
1.6. The activities of a speech therapy group can be terminated through liquidation by decision of the Founder of the preschool educational institution.
2. Organization of speech therapy work
2.1. Speech therapy groups in a preschool educational institution are opened on the basis of an order of the Department of Education and Science of the city administration____ and are staffed in accordance with the Model Regulations on a preschool educational institution
2.2. Pupils with the following speech development disorders are enrolled in the speech therapy group:
General underdevelopment of speech of different levels (ONS) with alalia, dysarthria, rhinolalia;
Phonetic-phonemic underdevelopment (FFN);
Phonetic underdevelopment (PH);
Stuttering.
2.3. Enrollment in a speech therapy group is carried out with the consent of parents (legal representatives) on the basis of an application and is carried out on the basis of a speech examination of pupils, which is carried out from May 15 to 30 and from September 1 to 15 annually. Examined pupils with speech impairments are registered in the register of children with speech impairments.
2.4. As a rule, children of the same age and level of speech development are enrolled in the speech therapy group of a preschool educational institution.
2.5. The speech therapy group for children with general speech underdevelopment accepts children with alalia, aphasia, and speech defects caused by impaired structure and mobility of the speech apparatus (rhinolalia, dysarthria), from three to five years of age. The period of correctional and developmental work is 2-3 years. The maximum capacity of a speech therapy group is no more than 12 people.
2.6. The speech therapy group for children with phonetic-phonemic speech underdevelopment accepts children from 5 years of age with rhinolalia, dysarthria, and dyslalia. The period of correctional and developmental work is one to two years. The maximum capacity of a speech therapy group is no more than 15 people.
2.7. Children who have:
Speech underdevelopment due to mental retardation;
Dementia of organic, schizophrenic and epileptic origin;
Severe visual, hearing, and motor impairments;
Communication disorders in the form of early childhood autism;
Mental retardation;
Phonetic disorders that can be corrected at a speech therapy center in a preschool educational institution;
Diseases that are contraindications for enrollment in general preschool institutions.
2.8. For each child enrolled in a speech therapy group, a speech therapist fills out a speech card.
2.9. The main form of organization of correctional and developmental work is group (frontal), subgroup and individual speech therapy classes.
2.10. Group speech therapy classes are conducted in accordance with the training program for children with speech disorders.
2.11. Subgroup and individual speech therapy classes, as a rule, are conducted outside of classes provided for by the schedule of classes of a municipal preschool educational institution, taking into account the operating hours of the educational institution and the psychophysical characteristics of the development of preschool children.
2.12. The frequency of subgroup and individual lessons is determined by the severity of the speech development disorder in children.
2.13. Individual lessons are held at least three times a week:
With children who have general speech underdevelopment;
With children who have speech defects caused by impaired structure and mobility of the organs of the speech apparatus (dysarthria, rhinolalia).
As children develop pronunciation skills, classes are conducted with them in a subgroup.
2.14. Subgroup classes are held:
With children who have general speech underdevelopment - at least three times a week;
With children who have phonetic-phonemic speech underdevelopment at least two to three times a week;
2.15. Duration of group speech therapy session:
In the older group - 20-25 minutes;
In the pre-school group – 25-30 minutes.
2.16. The duration of a subgroup lesson is 15-20 minutes, the duration of an individual lesson is 15 minutes with each child.
2.17. Between group classes, breaks of 10-15 minutes are allowed, between individual and subgroup classes - 5-10 minutes.
2.18. Every day, in the afternoon, group classes are held by the teacher on the instructions of the speech therapist teacher
2.19. The release of children from the speech therapy group is carried out by the psychological, medical and pedagogical council of the educational institution after the end of the period of correctional speech therapy training.
2.20. In cases where it is necessary to clarify the diagnosis or extend the period of speech therapy work, children with speech disorders, with the consent of their parents (legal representatives), are sent by a teacher-speech therapist to the appropriate medical institution for examination by specialist doctors (neurologist, psychiatrist, otolaryngologist, ophthalmologist, etc.) or to the psychological-medical-pedagogical commission of the city___.
2.21. Responsibility for children’s mandatory attendance at classes in a speech therapy group lies with parents (legal representatives), a speech therapist teacher, an educator and the head of a municipal preschool educational institution.
3. Management of a speech therapy center
3.1. Direct supervision of the work of the speech therapist teacher is carried out by the administration of the preschool educational institution.
3.2. Head of preschool educational institution:
Ensures the creation of conditions for carrying out correctional and pedagogical work with children;
Selects permanent teachers for the speech therapy group who have a higher pedagogical education, a first or higher qualification category and experience working with children of senior preschool age.
Provides the speech therapy room with special equipment and methodological literature
3.3. Scientific and methodological support, advisory assistance to teachers-speech therapists, coordination of the work of the city methodological association of teachers-speech therapists is carried out by a methodologist-speech therapist ___________
3.4. Increasing the level of professional qualifications and exchanging experience in speech therapy work is carried out at the city methodological association of speech therapists, at advanced training courses, etc.
4. Rights and responsibilities of a speech therapist teacher
4.1. The position of a speech therapist teacher is being added to the staff of a municipal preschool educational institution at the rate of 1 unit for each group of children with speech impairments.
4.2. Speech therapist teachers are persons who have a higher defectology education or a higher pedagogical education with mandatory completion of retraining courses in the specialty “speech therapy.”
4.3. A speech therapist teacher is appointed and dismissed in the manner established by the legislation of the Russian Federation.
4.4. The speech therapist teacher is responsible for the organization and timely identification of children with primary speech pathology, the optimal composition of groups for classes in a speech therapy group, and the quality of correctional and developmental education for children with speech disorders.
4.5. A speech therapist teacher provides advisory assistance to teachers of preschool educational institutions and parents (legal representatives) of children, gives recommendations on how to consolidate correct speech skills in various types of child activities.
4.6. Teacher speech therapist:
Examines the speech of children in middle, high school and preparatory school groups of a preschool educational institution;
Examines the speech of children of the younger group on the recommendation of teachers or parents (legal representatives) of the child;
Completes groups of children for classes at a speech therapy center;
Conducts regular classes with children to correct various speech disorders, carries out preventive work during speech therapy classes to prevent reading and writing disorders;
Prepares documents for examination of children in psychological, medical and pedagogical consultations with the aim of placing them in special groups;
Interacts with teachers on issues of children’s mastering the program of a preschool educational institution;
Submits an annual report to the administration of the preschool educational institution and the speech therapist, containing information on the number of children with speech impairments in the municipal preschool educational institution and the results of correctional and developmental work;

Informs the teaching staff of the municipal preschool educational institution about the tasks, content, and work of the speech therapy center;
Conducts explanatory and educational work among teachers, parents (legal representatives) of children, making presentations on the tasks and specifics of speech therapy work to overcome speech disorders;
Participates in the work of the city methodological association of speech therapists and the methodological association of the municipal preschool educational institution;
Improves his professional qualifications and is certified in accordance with current regulatory documents.
4.7. A speech therapist at a speech therapy center at a preschool educational institution enjoys all the benefits and advantages (duration of regular leave, pension scheme, additional payments) provided for by the legislation of the Russian Federation.
4.8. The duration of working hours (standard hours of work per wage rate) of a speech therapist working in a speech therapy center of a municipal preschool educational institution is set at 20 astronomical hours of teaching work per week (18 hours of work with children with speech disorders and 2 hours for advisory work ).
4.9. The speech therapist conducts documentation:
Annual Plan;
Register of children with speech disabilities;
Long-term plan for working with children with special needs and disabilities;
Timetable of classes;
Attendance log;
Register of children enrolled in the logo center;
Speech cards;
Individual notebooks for classes with children;
Speech therapist report for the year.
5. Logistics and financial support
5.1 The speech therapy room is located in the preschool educational institution.
5.2. A room with an area of at least 20 sq.m. that meets sanitary and hygienic standards is allocated for a speech therapy room.
5.3. The speech therapy room is provided with special equipment.
5.4. Responsibility for the equipment of the speech therapy room, its sanitary maintenance, and repair of the premises rests with the administration of the preschool educational institution.
5.5. To treat the hands of a speech therapist and speech therapy equipment (probes, spatulas), a consumption standard for ethyl alcohol has been approved at the rate of 20 grams of ethyl alcohol per year per child with speech impairments.
5.6. Remuneration for speech therapists at municipal preschool educational institutions is carried out in the range of 8-14 categories of the Unified Tariff Schedule, in accordance with the tariff and qualification characteristics (requirements).
5.7. Speech therapist teachers at municipal preschool educational institutions have their tariff rates (official salaries) increased by 20% for working with children with speech development disorders.
5.8. Remuneration for teachers working in the speech therapy group of a preschool educational institution is made on the basis of 25 hours of teaching work per week.
5.9. Educators and junior educators (assistant educators) working in the speech therapy group of a preschool educational institution will have their tariff rates (official salaries) increased by 20% for working with children with speech development disorders.
5.10. For teachers of preschool educational institutions working with children with speech development disorders, tariff rates (official salaries) are increased by 20% for the hours of classes they teach in speech therapy groups.
5.11. For doctors and junior medical personnel working with children with speech development disorders, tariff rates (official salaries) are increased by 15% for working with children attending speech therapy groups.
5.12. The heads of municipal preschool educational institutions that have created the necessary conditions for the functioning of speech therapy groups receive an increase in official salaries in the amount depending on the number of groups:
If there are 2-4 groups – 10%;
If there are 5 or more groups - 15%
Regulations on the speech therapy center
1. General Provisions
1.1 This provision was developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, the Charter of the institution, on the basis of the letter of the Ministry of Education of Russia dated December 14, 2000 No. 2 “On the organization of the work of a speech therapy center of a general education institution.”
1.2.N. These Regulations regulate the activities of the speech therapy center in the organization.
2.Tasks of the speech therapy center
2.1. Timely identify violations in the development of oral and written speech of students; determine their level and nature.
2.2. Eliminate these violations.
2.3. Disseminate specialized knowledge on speech therapy among teaching staff and parents (legal representatives).
3.Organization of speech therapist’s activities
3.1. A speech therapy center is created for students who have disorders in the development of oral and written speech:
General underdevelopment of speech at different levels;
Phonetic-phonemic underdevelopment of speech;
Disadvantages of pronunciation - phonetic defect.
3.2. First of all, students who have disorders in the development of oral and written speech that interfere with the successful development of general education programs are enrolled in the speech therapy center.

3.4. The maximum occupancy of a speech therapy center is no more than 20 people (rural educational institution) for each student, the teacher-speech therapist fills out a speech card.

3.6. The timing of speech therapy work is directly dependent on the severity of speech disorders in children and their individual personal characteristics. They can range from 6 months to 2 years or more.
3.7. Lessons with students are conducted both individually and with a subgroup and in a group. The maximum group size is set depending on the nature of the disorder in the development of oral and written speech of the student.
3.8. The frequency of subgroup and individual lessons is determined by the severity of the speech development disorder. Individual lessons are held at least twice a week. The duration of a group lesson is 40 minutes, the duration of an individual lesson is 20 minutes (taking into account the movement of children). The topics of group and individual lessons with students and the recording of their attendance are reflected in the log of elective and speech therapy classes.
3.9. If it is necessary to clarify the diagnosis, students with speech impairments, with the consent of their parents (legal representatives), are sent by a teacher-speech therapist to the appropriate medical and preventive institution for examination by specialist doctors (neurologist, child psychiatrist, otolaryngologist, ophthalmologist) or to a psychological, medical and pedagogical center commission. Responsibility for students' mandatory attendance at classes at a speech therapy center lies with the speech therapist teacher, class teacher, head of the local secondary school, and parents (legal representatives).
3.10. The speech therapist works 5 days a week. The weekly workload of a speech therapist teacher is 20 hours (1 rate), of which 18 hours are allocated for direct speech correction work with students, and 2 hours for organizational, methodological and advisory work with teaching staff and parents. A speech therapist at a speech center is entitled to all benefits and benefits (duration of the next vacation, increase in wage rate by 20%, pension scheme) provided for by the legislation of the Russian Federation for teachers of urban and rural educational institutions.
3.11. During the holidays, the speech therapist teacher is involved in pedagogical, methodological and organizational work, which consists of the following:
Identification of children in need of speech therapy assistance when enrolling children in school;
Participation in the work of the methodological association of speech therapists;
Participation in seminars, practical conferences of the school, district, region;
Preparation of didactic and visual material for classes;
4. Management of a speech therapy center
4.1. The general management of the speech therapy center of the municipal educational institution is carried out by the director.
4.2. Director of municipal educational institution secondary school:
Ensures the creation of conditions for carrying out correctional and pedagogical work with students;
4.3.Teacher-speech therapist:
Conducts classes with students to correct various violations of oral and written speech.
Interacts with teachers on issues related to students’ mastery of general education programs (especially in their native language)
Explains to teachers, parents (legal representatives) the tasks and specifics of correctional work to determine speech development defects in students, and submits an annual report by June 15.
