Old windows are double frames with single panes of glass inserted into them. The frames are not sealed, between them (and, therefore, between the glasses) there is ordinary room air, and all those processes of moisture condensation and crystallization take place on the cold glass. And double-glazed windows are inserted into plastic windows - two or three glasses, hermetically sealed. Between the glass panes of a double-glazed window there is not humid room air, but dry air, cleared of dust and moisture, and sometimes not air, but inert gas. So it turns out that there is nothing to condense on the coldest outer glass - there is no moisture in the glass unit chamber, and patterns cannot be obtained on the inner (room) glass, since it is too warm.
There is another reason: old wooden windows are usually “dirtier” than plastic ones, that is, there is more dust (even invisible) on the surface of such glass. But it is the dust particles that are the centers of condensation and crystallization of water.
But in very severe frosts, patterns can also form on plastic windows. This may also be because the windows are not installed quite correctly, are not sealed enough with a special rubber band, etc.

In scientific terms, frosting occurs on the inner surface of the glass. The fact is that the air temperature near windows in the winter season is always lower than in the rest of the room. Cold air cannot contain as much moisture as warm air; it falls in the form of frost in winter or dew in summer. If the glass temperature is above zero, then the windows become covered with tiny droplets of moisture - they fog up (those who wear glasses will understand what we are talking about). And if it is below zero, then water vapor settles not in the form of water droplets, but immediately in the form of ice crystals (that is, water transitions from a gaseous state immediately to a solid state - sublimation). Such ice crystals (frost) cover the glass with a thin layer.
