Application and development of elemental estimate norms and prices

2.5. State elemental estimate standards ( GESN) are intended to determine the composition and need for material, technical and labor resources necessary to carry out construction, installation, repair, construction and commissioning work. GESN are used to determine the estimated cost of work performed resource method, development of unit prices for various purposes (federal, territorial, industry, company) and consolidated estimate standards.

GESN collections are used to determine direct costs as part of the estimated cost of construction using the resource method, develop unit prices, individual and aggregated estimate standards (prices) used in construction.

Resource indicators obtained on the basis of GESN are used in the development of construction organization projects (COP) and work execution projects (WPP), to determine the duration of work, compilation of technological documentation and various analytical purposes.

Resource indicators obtained based on GESN, can serve as the basis for production standards for material consumption and their write-off.

2.9. Tables GESN contain the following standard indicators:

labor costs of workers (builders, installers), man-hours;

average level of work (workers' level);

labor costs of drivers, man-hours;

composition and duration of operation of construction machines, mechanisms, devices, power tools in machine hours;

a list of materials, products, structures used in the production process, and their consumption in physical (natural) units of measurement.

2.10. In collections GESNp, taking into account the specific features of commissioning work (PW), the following are given:

information about the composition of the unit (team) of commissioning workers (number, specialties of engineers and workers);

labor costs as a whole per link, in man-hours;

The following resource indicators are not indicated in the tables of estimated standards of GESNp:

consumption of material (including energy) resources, raw materials and semi-finished products used during commissioning;

labor costs of operating personnel involved in participation in the startup and comprehensive testing of equipment;

use of mechanisms, incl. control and measuring instruments.

These costs are determined based on design data.

2.11. Based GESN Estimated prices are developed for construction work and structures, installation of equipment, as well as for repair, construction and commissioning work, which are combined into collections of unit prices (EP).

2.12. EP collections are developed at the basic price level (as of January 1, 2000) and are an integral part of the pricing and estimate standardization system in construction operating on the territory of the Russian Federation.

Unit prices from the EP collections are intended to determine direct costs in the estimate documentation and develop enlarged estimate standards for structures and types of work.

2.13. EP collections for construction (repair) work, installation of equipment and commissioning work are divided into federal ones according to the level of application ( FER), territorial (hereinafter referred to as TEP) and sectoral (hereinafter referred to as OEP).

FER collections contain a full set of prices for types of work performed on the territory of the Russian Federation, and are developed at the main price level for the 1st base region (Moscow region).

Collections of FER, together with state elemental estimate standards, form a unified state estimate and regulatory framework for the development of a system of enlarged estimate standards.

EP territorial collections include unit prices tied to local construction conditions, which are applied during construction within the territory of an administrative entity of the Russian Federation (region).

Industry collections of EP are developed for specialized types of construction (energy, transport, water management, capital mining, gas pipelines, communications, certain types of industrial facilities, etc.).

2.14. The basis for the development of unit prices in the basic price level (hereinafter referred to as “unit prices” or “prices”) are:

elemental estimate standards for structures and types of work;

estimated standards and prices for the operation of construction machines;

estimated prices for building materials, products and structures.

2.15. In cases where there are no necessary estimate standards in the current estimate and regulatory framework or the technology of work and the need for resources differ significantly from those provided for in the collections of current elemental estimate standards GESN, it is possible to develop individual standards and prices.

2.16. Unit prices are summarized in tables and contain the following indicators for the structure or work meter adopted in them:

labor costs for workers (except for labor costs taken into account in the cost of operating construction machines) as of 01/01/2000;

the cost of operating construction machines, including wages for workers servicing the machines as of 01/01/2000;

cost of materials, products and structures (except for materials, structures and products, the cost of which is not taken into account in the unit price) as of 01/01/2000;

norms for the consumption of materials (in physical terms), the cost of which is not taken into account in the unit price;

names and consumption rates of materials, products and structures, the characteristics of which are accepted when drawing up estimates based on design data.

2.17. Tables of unit prices have a code, name, scope of work, meter and quantitative indicators of resource consumption rates.

2.18. Materials, products and structures are presented in tables of estimated standards according to a generalized nomenclature, as a rule, without indicating brands and additional characteristics. When drawing up estimates, specific material resources are taken into account based on project data. For individual materials, products and structures, the consumption of which depends on design decisions (cables, wires, pipes, metal structures, etc.), only names are indicated in the tables of estimate standards, and in the columns the consumption is indicated by the symbol “P”. When drawing up estimate documentation, the consumption of these material resources is determined according to design data, taking into account difficult to eliminate losses and waste.

Purpose of collections GESN is to determine the composition and need for resources that are required for construction work. Collections of elemental estimate standards used for calculating the estimated cost of construction according to the resource method. In addition, based on GESN develop various unit prices (collections of EP) for federal, territorial, industry, corporate purposes, as well as enlarged estimate standards, used in the construction and reconstruction of buildings and structures for various purposes.

State elemental estimate norms (GESN) reflect the industry average level of construction production for the adopted equipment and technology for performing work. They can be used by customer organizations and contractors regardless of their form of ownership and departmental affiliation.

Elemental estimate standards do not apply to individual structures and types of work in buildings and structures with a unique character, for which increased requirements regarding quality and capital are imposed.

Based on GESN-2001 information about the composition and volume of necessary resources can be used to determine the duration of work, draw up various technological documents and write off building materials.

Collections resource elemental estimate standards consist of a technical part and tables of estimated standards. Technical part GESN-2001 contains provisions that are determined by the specific features of the work. They must be taken into account in the case of using the relevant collections or their individual subsections.

The technical parts also provide the following:

  • instructions for use estimated standards;
  • coefficients k elemental estimate standards, allowing to take into account the conditions of work;
  • rules for the procedure for calculating the volume of work.

All state elemental estimate standards are built on a general principle. In tables GESN There are the following columns:

  • cipher;
  • Name;
  • scope of work;
  • meter;
  • quantitative expression of indicators of resource consumption rates.

The code in the designation of the norm usually looks like this: 08-02-009-1. Sequentially, each of its four elements means:

  • collection number;
  • collection section number;
  • serial number of the table in this section of the collection;
  • serial number of the norm in this table.

This form of encryption of norms was adopted for the first time; it has a number of advantages:

  • the norms and prices created on their basis have the same codes, which makes searching and automation more convenient;
  • for further addition to the collections GESN-2001 in the future, new types of work and structures will provide a reserve of table numbers, which means that new standards and prices can be included in the relevant sections of the collections, and not, as before, at the end of them.

In tables GESN indicate the following types of standard indicators:

  • labor costs of construction workers in man-hours;
  • average level of work, showing what average level the link of construction workers involved in performing a full range of work has;
  • labor costs of drivers in man-hours;
  • time and composition of operation of special equipment and power tools in machine hours;
  • a list of materials, structures and products that are used during the work, as well as their consumption in natural (physical) units of measurement.

IN estimate standardsGESN-2001 It is envisaged that construction work will be carried out under normal conditions, without being complicated by external factors.

If the work is complicated by factors provided for in the project, then correction factors are applied to the norms for labor costs of workers and operating time of special equipment.

IN collections of elemental estimate standards of GESN There may be no standards for some types of work and structures. In some situations, technologies and the consumption of resources during construction work differ from those adopted in GESN-2001. In each of these cases, the development of proprietary ( individual) estimate standards.

Development of branded estimate standards can be done in one of three ways.

1. Analogues are selected for individual cost elements from those prescribed in GESN-2001, which most closely match the existing individual conditions for performing types of work or installing structural elements. On their basis, norms are formed.

2. Timing of work during the implementation of individual structural elements is carried out. By timing, the amount of labor costs is determined, taking into account the type of work being carried out, the costs in machine hours for attracting special equipment, the consumption of building materials, components, parts, structures and other expenses. This information is used as a basis for compiling individual estimate standards.

3. A combination of the two methods described above, that is, analogues are used for some types of costs, and timing is carried out for others.

In order to bring the system of estimate standards into compliance with the new requirements of a market economy, to comply with a unified methodological approach to determining the cost of construction, the State Construction Committee of Russia developed a new estimate and regulatory framework for pricing in construction (hereinafter referred to as GESN-2001).

It must be emphasized that the new costing and regulatory framework is not only a set of regulatory documents and methodological developments, it is also a new pricing system in construction. The fundamental difference between GESN-2001 and the previously valid ones is the variability in the choice of almost all price-forming elements of the cost of construction products. The new system increases the transparency and validity of the cost indicators used when determining the cost of construction products, and also makes it possible to take into account market changes in the cost of labor and material and technical resources.

Estimated regulatory framework GESN-2001

In accordance with Resolutions of the State Committee for Construction of Russia dated 04/08/2002 No. 16 and “On measures to complete the transition to a new cost estimate and normative base for pricing in construction” and dated January 27, 2003 No. 14, from September 1, 2003, the transition to a new estimate and normative base was carried out . The current system of pricing and estimated standardization includes a set of estimated norms, rates and prices, combined into separate collections that serve as the basis for determining the estimated cost of construction.

1. Based on departmental characteristics, estimate standards are divided into the following types:

Industry estimate standards include estimate standards introduced for construction carried out within the relevant industry.

Territorial estimate standards include estimate standards introduced for construction carried out on the territory of the corresponding constituent entity of the Russian Federation.

Territorial estimate standards are intended for organizations carrying out construction or major repairs on the territory of the corresponding constituent entity of the Russian Federation, regardless of their departmental subordination and sources of financing for the work performed.

Branded estimate standards or the user’s own regulatory base include estimate standards that take into account the actual operating conditions of a specific organization - the work producer. As a rule, this regulatory framework is based on standards at the state, industry or territorial level, taking into account the characteristics of a particular contractor.

If there are no separate standards for the work technologies envisaged in the project in the current collections of estimate standards and prices, it is allowed to develop appropriate individual estimate standards and unit prices, which are approved by the customer (investor) as part of the project (detailed design). Individual estimate standards and prices are developed taking into account the specific conditions of work with all complicating factors.

The use of proprietary and individual estimate standards to determine the cost of construction, the financing of which is carried out using federal budget funds, is recommended after their coordination with the relevant authorized federal executive body in the field of construction.

2.According to the degree of detail, estimate standards are divided into elemental and enlarged.

2.1.Elemental estimate standards include:

2.1.1.state elemental estimate standards (GESN-2001);

2.1.2.individual elemental estimate standards;

2.1.3. standards for types of work.

2.2. The enlarged estimate standards include:

2.2.1.estimated standards, expressed as percentages, including:

Integrated indicators of the basic cost of construction (hereinafter referred to as UPBC);

Integrated indicators of basic cost by type of work (hereinafter referred to as UPBS VR);

Collections of cost indicators for types of work (hereinafter referred to as collections of “PVR”);

Aggregated indicators of estimated cost (hereinafter - UPSS);

Price lists for consumer unit of construction products (hereinafter - PPE);

Price lists for the construction of buildings and structures;

Estimated cost standards for equipment and inventory of public and administrative buildings (hereinafter referred to as NIAZ);

Estimated cost standards for tools and inventory of industrial buildings (hereinafter referred to as NIPP);

Indicators for analogue objects;

Other standards.

In order to achieve increased accuracy of estimate calculations when drawing up estimate documentation based on enlarged estimate standards, it is possible to apply amendments that take into account:

Changes in the technical level and social progress for the period from the time of completion of construction of an analogue facility to the time of design and construction of a new facility;

Non-standard engineering and geological conditions affecting design decisions on the foundations of buildings and structures;

Regional fluctuations in prices for material and technical resources;

Differences in architectural, planning and design solutions;

Other factors.

Application and development of state elemental estimate standards and prices

State elemental estimate standards (GESN) are intended to determine the composition and need for material, technical and labor resources necessary to carry out construction, installation, repair, construction and commissioning work. GESN are used to determine the estimated cost of work performed using the resource method, to develop unit prices for various purposes (federal, territorial, industry, company) and aggregated estimate standards.

GESN collections are used to determine direct costs as part of the estimated cost of construction using the resource method, develop unit prices, individual and aggregated estimate standards (prices) used in construction.

Resource indicators obtained on the basis of GESN are used in the development of construction organization projects (hereinafter - POS) and work production projects (hereinafter - WPR) to determine the duration of work, compile technological documentation and various analytical purposes.

Resource indicators obtained on the basis of GESN can serve as the basis for production standards for the consumption of materials and their write-off.

State elemental estimate norms (GESN) are part of the intersectoral system of documents in construction.

Composition of state elemental estimate standards

The state elemental estimate standards include:

1. collections of State elemental estimate standards for construction and special construction work (hereinafter referred to as GESN);

2. collections of State elemental estimate standards for repair and construction work (hereinafter referred to as GESNr);

3. collections of State elemental estimate standards for installation of equipment (hereinafter referred to as GESNm);

4. collections of State elemental estimate standards for commissioning works (hereinafter referred to as GESNp).

For special technological equipment, ministries, departments and other industry structures are developing departmental elemental standards for commissioning work (VESNp).

GESN

GESN collections reflect the industry average level of construction production for the adopted equipment and technology for performing work and can be used by customer organizations and contractors, regardless of their departmental affiliation and forms of ownership. GESN do not apply to certain structures and types of work, the capital structure, accuracy class and quality of which are subject to increased requirements, as well as to types of work in mountainous areas performed at an altitude of more than 3500 m above sea level. For such types of work, individual elemental estimate standards or correction factors are developed, taking into account the relevant features of production.

GESN collections contain a technical part, introductory instructions to sections, tables of estimate standards and appendices. The technical parts provide instructions on the procedure for applying collections of estimate standards, coefficients to estimate standards that take into account the conditions of work, as well as rules for calculating the volume of work.

The GESN tables contain the following standard indicators:

1. labor costs of workers (builders, installers) in man-hours;

2. middle level of work (workers' level);

3. labor costs of drivers in man-hours;

4. composition and duration of operation of construction machines, mechanisms, devices, power tools in machine hours;

5. a list of materials, products, structures used in the production process and their consumption in physical (natural) units of measurement.

The GESN takes into account the work of unloading building materials, products and structures at the on-site warehouse, the horizontal and vertical movement of materials, products and structures from the on-site warehouse to the place of their installation, assembly and storage. Dismantling standards take into account the vertical and horizontal movement of materials, products, structures and debris obtained during the dismantling of structures to their storage location at the construction site.

The following indicators are not indicated in the tables of GESN estimate standards:

1.consumption of material (including energy) resources, raw materials and semi-finished products used during commissioning;

2. labor costs of operating personnel involved in participation in the startup and comprehensive testing of equipment;

3.use of mechanisms, incl. control and measuring instruments. These costs are determined based on design data. » For some materials, products and structures, the consumption of which depends on design decisions, only the names of materials are indicated in the tables of estimated standards, and the letter “P” is given in the consumption columns. When drawing up estimate documentation, the consumption of these material resources is determined according to design data (working drawings), taking into account the minimum labor-removable losses and waste associated with the movement of materials and products from the on-site warehouse to the work area and their processing during installation, in accordance with the Development Rules and application of standards for difficult to eliminate losses and waste of materials in construction (RDS 82-202-96). Consumption rates for repeatedly used (circulated) materials and parts are determined taking into account the normal number of their revolutions and the norms of permissible losses after each revolution.

GESNr

Collections of the State Elementary Estimated Standards for Repair and Construction Work (GESNr) are designated with code 04 and were published in 19 collections. They are intended to determine the composition and need for resources necessary to carry out repair and construction work on the development, dismantling, repair, strengthening and replacement of building structures, engineering equipment and restoration of individual coatings in the conditions of organizing workplaces and intra-building movement of building materials, parts and structures at repair and reconstruction sites of buildings and structures, drawing up estimates using the resource method, as well as for payments for work performed and write-off of materials.

The GESNr takes into account the work of unloading building materials, products and structures at the on-site warehouse; horizontal and vertical movement of materials, products and structures from the on-site warehouse to the place of their installation, assembly or placement into business; as well as vertical transportation of materials, products, structures and waste obtained during the development and repair of structures to the site from storage at the construction site.

Work on the replacement and installation of structures that are not provided for in the GESNr, but are encountered during the repair of buildings and structures, should be standardized according to the relevant standards of the GESN collections for construction work. Work carried out during the repair and reconstruction of buildings and structures, similar to technological processes in new construction and not taken into account in the GESNr, should also be normalized according to the relevant GESN norms for construction work, applying coefficients to the labor costs of construction workers and to the costs of operating machines (including costs labor of machinists).

When carrying out repair and construction work in dense urban areas, in the case of the provision of a transhipment warehouse base or the installation of load-lifting cranes to move materials, products and structures from the unloading site to the on-site site, additional costs for loading and unloading operations, transportation of materials, products and structures, and the operation of construction machines are determined by a separate calculation based on the amount of materials, products and structures delivered to the transshipment warehouse base, and the number of machine shifts of cranes.

GESNm

State elemental estimate standards for equipment installation

(GESNm) are designated with the code 03 and were released in 40 collections.

They are designed for the following conditions:

The equipment arrives for installation in good condition, complete, painted, and has undergone factory assembly or general assembly and running-in, bench and other tests in accordance with the specifications for its manufacture and delivery:

For installation, there are prepared sites, installation sites, or foundations or other bases for equipment and subfloors set at design levels.

The estimated standards take into account the consumption of resources for the implementation of a set of works on the installation of equipment established by regulatory and technical documents for the supply and installation of equipment, as well as the relevant chapters of the 3rd part of SNiP “Organization, production and acceptance of work”.

As a rule, the costs of electrical installation work are not taken into account; installation of instruments and automation equipment; quality control of installation welded joints; horizontal and vertical movement of equipment and materials beyond the distances taken into account in the GESNm. The costs of the listed work are taken into account in the estimate calculations additionally as part of the equipment installation work.

Also, the GESNm does not take into account the costs of certain types of construction work associated with the installation of equipment (installation of technological metal structures that are not included in the supplied equipment; painting of overhead crane bridges; arrangement and dismantling of inventory scaffolding; laying furnaces of furnaces, dryers and their drying, and etc.), determined according to the relevant collections of GESN for construction work. The costs of these works are taken into account in the estimates for installation of equipment in the “Construction Work” section or in a separate estimate.

Estimated standards for the installation of equipment, the technical characteristics, delivery conditions and method of installation of which differ significantly from those provided for in the collections, should be determined on the basis of individual estimate standards.

Individual GESN for work performed during the technical re-equipment and reconstruction of existing production facilities and major repairs of buildings and structures are developed in cases where the technology of work and the need for resources differ from those provided for in the collections of elemental estimate standards.

The basis for the development of individual GESN and, on their basis, individual prices are acts drawn up jointly by the contractor, the customer and the design organization, confirming the need to develop such an estimate standard. New standards are developed on the basis of time-observation data using the technical standardization method or according to calculations compiled on the basis of technological maps of labor processes.

GESNp

State elemental estimate standards for commissioning work (GESNp) are designated by code 04 and were issued in 9 collections.

The GESNp takes into account the specific features of commissioning work (PW), in addition to the general standard indicators, they provide:

1. information on the composition of the team (team) of commissioning workers (number, specialties of engineers and workers);

2. total labor costs per link in man-hours.

Individual estimate standards for commissioning work are developed in a certain form by customers, contractors, design organizations in cases where there are no corresponding types of equipment (work) or their analogues in the collections of GESNp, incl. for imported and non-standardized equipment, or single-piece equipment.

Unit prices

Based on the GESN, estimated prices are developed for construction work and structures, installation of equipment, as well as for repair, construction and commissioning work, which are combined into collections of unit prices (hereinafter referred to as EP).

EP collections are developed at the basic price level (as of January 1, 2000) and are an integral part of the pricing and estimate standardization system in construction operating on the territory of the Russian Federation.

Unit prices from the EP collections are intended to determine direct costs in the estimate documentation (i.e., the cost of paying workers, the cost of operating construction machinery and mechanisms, and the cost of materials, products and structures), and to develop enlarged estimate standards for structures and types of work (UPSS, UPBS, UPBS VR, URN and UPR)

EP collections for construction (repair) work, installation of equipment and commissioning work are divided according to the level of application into federal (hereinafter - FER), territorial (hereinafter - TER) and industry-specific (hereinafter - OER).

FER collections contain a full set of prices for types of work performed on the territory of the Russian Federation, and are developed at the main price level for the 1st base region (Moscow region).

OERs are developed for specialized types of construction (energy, transport, water management, mining, gas pipelines, communications, certain types of industrial facilities, etc.)

The basis for the development of unit prices in the basic price level (hereinafter referred to as “unit prices”) are:

Elementary estimate standards for structures and types of work;

Estimated standards and prices for the operation of construction machines;

Estimated prices for building materials, products and structures. Unit prices are summarized in tables and contain the following indicators for the structure or work meter adopted in them:

1. costs of paying workers (except for labor costs taken into account in the cost of operating construction machines) as of 01/01/2000;

2. the cost of operating construction machines, including wages for workers servicing the machines, as of 01/01/2000;

3. cost of materials, products and structures (except for materials products and structures, the cost of which is not taken into account in the unit price) as of 01/01/2000;

4.standards for the consumption of materials (in physical terms), the cost of which is not taken into account in the unit price;

5. names and consumption rates of materials, products and structures, the characteristics of which are accepted when drawing up estimates based on design data.

Tables of unit prices have a code, name, scope of work, meter and quantitative indicators of resource consumption rates.

Materials, products and structures are presented in tables of estimated standards according to a generalized nomenclature, as a rule, without indicating brands and additional characteristics. When drawing up estimates, specific material resources are taken into account based on project data. For individual materials, products and structures, the consumption of which depends on design decisions (cables, wires, pipes, metal structures, etc.), only names are indicated in the tables of estimated standards, and in the “consumption” columns they are indicated by the symbol “P”. When drawing up estimate documentation, the consumption of these material resources is determined according to design data, taking into account difficult to eliminate losses and waste.

Federal unit prices

For objects financed from the federal budget, federal unit prices (FBR-2001) can be applied, recalculating them into the territorial price level as of 01/01/2000. The recalculation should be carried out using territorial (regional) correction factors that take into account local construction conditions, developed in the manner established by the Methodological Recommendations for the use of FER-2001 when determining the cost of construction products on the territory of the constituent entities of the Russian Federation, approved by the State Construction Committee of Russia in a letter dated April 30, 2003 ^NZ 2626/10.

They are intended for calculating the cost of construction products when forming investor estimates and preparing tender documentation, and determining the estimated cost of construction work and payments for completed construction work for regions and industry departments where TEP and OER are absent in whole or in part. The recalculation of unit prices into the territorial price level as of January 1, 2000 is carried out in the manner established by the State Construction Committee of Russia using territorial (industry) coefficients that take into account local construction conditions.

FBI-2001 was developed on the basis of TESN-2001 and “Methodological recommendations for the development of unit prices for construction, installation, special construction and repair and construction work,” which take into account:

Industry average optimal and organizational level of construction production;

Used building materials, products and structures;

Domestic (usually) construction machines and technological vehicles.

FER-2001 were developed by type of work and combined into collections for construction work (47 collections were published), for installation work (40 collections) and for construction and installation work (19 collections). Each collection of GESN-2001 corresponds to a collection of FER with the same number and name. Federal unit prices have a number (code) that matches the number (code) of state elemental estimate standards for the corresponding collections of GESN.

The FER-2001 collections contain the technical part, tables of unit prices and applications.

The technical part includes the following sections:

1.general instructions;

2.rules for calculating the volume of work;

3. coefficients for unit prices, taking into account changes in the conditions of construction and installation work compared to those provided for in the unit prices of the FER collections.

FER-2001 tables contain 8 columns:

Column 1. Number (code) of the unit price. If necessary, this column includes codes of materials whose cost is not included in unit prices.

Column 2. Name and characteristics of construction work and structures, as well as the name and characteristics of materials not included in the prices, and their units of measurement.

This column provides the corresponding quantitative parameters of construction work and structures, indicating the validity intervals of unit prices (using the words “to”, “from” and “above”). Parameters of construction work and structures (length, height, weight, etc.) given with the word “up to” should be understood as inclusive, with the words “from” and “above” - excluding the parameter values.

Column 3. Indicator of direct costs per unit of measurement, adopted in a unit price, including wages of workers, costs of operating construction machines and vehicles, costs of building materials, products and structures (in rubles).

Column 4. Indicator of remuneration of construction workers (in rubles).

Columns 5-6. Indicator of costs for operating machines and vehicles - total (in rubles), highlighting the standard indicator of costs for remuneration of workers operating machines (in rubles).

Column 6 “including wages of workers operating machines” does not include wages for drivers of vehicles used to deliver material resources from the supplier to the on-site warehouse and from the on-site warehouse to the place of work. These costs are included in the cost of operating the machines in column 5 “total”. This is due to the structure of the Federal Collection of Estimated Standards and Prices for the Operation of Construction Machinery and Motor Vehicles, which provides estimated prices for the operation of vehicles, including the cost of paying drivers with accrued overhead costs and estimated profit.

Column 7. Cost indicator for building materials, products and structures (in rubles). This column also provides standard indicators for the consumption of materials not taken into account by unit prices (in natural units of measurement) or the letter “P” is given, indicating that the grade of material and its consumption are determined by the project. The consumption of these materials when drawing up estimate documentation should be determined according to design data (working drawings), taking into account difficult to eliminate losses and waste associated with the movement of materials from the on-site warehouse to the work area and their processing during placement in the case, in accordance with the Rules for the development and application of standards difficult to eliminate losses and waste of materials in construction (RD 82-202-96), put into effect by Decree of the Ministry of Construction of Russia dated 08.08.1996 No. 18-65.

Column 8. Indicator of labor costs of construction workers (in man-hours).

The appendices to the FBI-2001 collections provide, as a reference, estimated prices for the operation of construction machines and estimated prices for materials, products and structures (in prices of the base Moscow region as of 01/01/2000) for the corresponding unit prices of these collections.

FER-2001 takes into account the full range of costs for performing construction work under normal (standard) conditions, not complicated by external factors and at positive air temperatures (both on open construction sites and indoors). If the air temperature is negative, the corresponding additional costs are taken into account in accordance with the provisions and standards of the Collection of estimated standards for additional costs during construction and installation work in winter (GSP 81-05-02-2001). In case of carrying out work in operating buildings and structures; near objects under electrical voltage dangerous to humans; on the territory of existing enterprises with an extensive network of transport and engineering enterprises and utilities, and cramped conditions for storing materials; as well as in other complicating conditions, the cost of work is determined by applying to unit FER prices the recommended coefficients for labor cost standards, wages for construction workers, standards, time and costs for operating machines to take into account the influence of the conditions of work envisaged by the projects.

FER-2001 takes into account:

Estimated prices for building materials, products and structures - according to the Federal Collection of Estimated Prices for materials, products and structures used in construction (include average prevailing selling prices and transport costs in the amount of up to 13% of selling prices, taking into account delivery from the manufacturer's ex-warehouse to the on-site warehouse for the construction of the facility, including procurement and warehouse costs and costs of intermediaries in the field of circulation);

Labor costs of workers, except for those involved in operating and servicing machines (taking into account qualification categories, calculated based on the level of wages of workers in the construction complex of the base region as of January 1, 2000 with a regional coefficient equal to 1) - according to a 6-category grid according to the resolution Ministry of Labor of Russia - dated 02/07/2000 No. 2092. The amount of funds for remuneration of construction workers in prices is based on indicators of labor intensity and the average level of work;

Costs of operating domestic construction machines and vehicles, incl. for remuneration of workers servicing machines - according to the Federal Collection of Estimated Standards and Prices for the Operation of Construction Machinery and Motor Vehicles, taking into account the changes and additions made. The costs of operating machines take into account the wages of workers servicing the machines with a regional coefficient equal to 1, and are calculated on a 10-bit grid. The amount of funds for remuneration of workers operating construction machines is calculated in prices based on the operating time of the machine and the hourly wage of workers operating the machines. For workers of 7-10 categories who operate particularly complex and powerful construction machines, increased hourly tariff rates are taken into account.

Hourly wages for construction workers and workers operating construction machines include all types of payments and remunerations included in wages.

The costs of relocating construction machines that are not included in the estimated prices for the operation of construction machines are taken into account in the estimate documentation as a separate line based on calculations that take into account the actual conditions of transportation, installation and dismantling of machines in accordance with the work project. In cases of deviation of more than 10% between the actual costs of relocating construction machines and mechanisms and the costs included in the cost of 1 machine-hour of operation of construction vehicles, the cost of costs for their relocation is excluded from the cost of 1 machine-hour of operation of construction vehicles and is taken into account directly in local estimates .

The FER-2001 collections do not include:

Unit prices for the installation of electrical devices in buildings and structures, including work on the installation of electric lighting networks and electric lighting devices in residential and public buildings. The costs of these works should be determined according to unit prices of the collection of federal unit prices for equipment installation;

Costs of operating individual construction machines (in the case of specific work conditions - tunneling shields, block layers, etc.). These costs should be determined based on unit prices of the corresponding FER-2001 collections.

Federal unit prices take into account the optimal technological and organizational schemes for the production of work, the optimal list of construction machines, vehicles and material resources.

FER-2001 is not subject to adjustment, including in cases where:

Standard-size groups of machines and mechanisms are used that are not provided for by the GESN and do not fundamentally change the technological and organizational schemes for the production of construction and installation works;

Other types and types of machines and mechanisms are used, in comparison with the machines and mechanisms of the GESN collections, which do not fundamentally change the technological and organizational schemes for the production of construction and installation works;

Imported construction machines are used (adjustment of FER is allowed only if the use of imported machines is provided for by the project and they have no domestically produced analogues);

The use of machines is envisaged, but in fact construction work is carried out manually or using small-scale mechanization;

Other types and types of building materials, products and structures are used, incl. imported, in comparison with those provided for in the GESN collections, which do not fundamentally change the technological and organizational schemes for the production of construction and installation works, and do not reduce the quality level of the construction project. The exception is cases when the replacement of materials with imported ones is made at the request of the customer.

FER-2001 does not apply to the following works:

For which there are no standards in the GESN collections;

The production technology and resource consumption of which differ from the technology and resource consumption of GESN; .

Performed in high mountain areas at an altitude of more than 3500 m;

If requirements are imposed on the capital structure, quality and accuracy class of building structures and work that exceed the requirements and tolerances of SNiP Part 3 “Rules for the performance of work”.

The estimated cost of such work should be determined on the basis of individual unit standards and unit prices, or using correction factors (taking into account relevant features) to the current unit prices.

In the event that FER-2001 does not contain prices for certain types of work performed in accordance with the standards and technology provided for by prices for repair and construction work, when drawing up estimate documentation for construction work, it is allowed to apply the corresponding unit prices according to collections for repair and construction work.

Additional federal unit prices are developed by the State Construction Committee of Russia with the involvement of specialized organizations for newly introduced technologies, construction machines and materials, as well as work not included in GESN-2001, when they are included in the Collections of additions, clarifications and amendments to the Collections of GESN-2001.

The development of additional FER is carried out in accordance with the “Methodological guidelines for the development of unit prices for construction, installation, special construction and repair and construction work”, approved by Decree of the State Construction Committee of Russia dated April 2, 1999 No. 30. The initial estimated cost indicators of the FER are established as of 01.01. 2000. In the absence of data on the cost of certain resources on a specified date, it is possible to determine them by dividing the current estimated prices by indices of a given period by prices as of 01/01/2000.

FERs for construction work using imported construction machines are developed only in cases where the imported machines used have no domestically produced analogues.

The newly developed FERs are approved and put into effect by the State Construction Committee of Russia.

Territorial unit prices

Territorial unit prices (TER) are developed for each region of the Russian Federation at the price level as of 01/01/2000 and are intended for:

Calculation of the cost of construction products in the formation of investor estimates and preparation of tender documentation;

Determining the estimated cost of construction and payments for completed construction work;

Development of consolidated standards for estimated costs and price lists for construction work;

Planning and analysis of economic indicators of design decisions and work of construction companies.

TER collections are approved by the regional administration in the manner established by it and are subject to mandatory registration with the State Construction Committee of Russia.

The use of territorial unit prices of other regions on the territory of a constituent entity of the Russian Federation is not permitted.

TER are developed based on:

GESN-2001 (each collection of GESN corresponds to a collection of TER with the same number and name);

Territorial collections of estimated prices for materials, products and structures used in construction;

Territorial collections of estimated standards and prices for the operation of construction machines and vehicles;

Labor costs of workers by qualification categories, calculated based on the level of wages for workers in the construction complex of a given region as of 01/01/2000. The hourly wage of construction workers must include all types of payments and rewards included in the wage fund.

Based on the Instructions for the application of federal unit prices for construction and special construction work (FER-2001), territorial (regional) instructions for the application of TEP are developed and approved in the prescribed manner in each region.

The territorial Instructions must contain:

1. the procedure according to which transport costs for building materials, products and structures were determined in a given region (as a percentage of selling prices, based on calculations of transport costs, etc.);

2. the procedure according to which the estimated prices for building materials, products and structures are determined in a given region (zonal, basic with regional coefficients, etc.), as well as the presence of markups from supply, sales and intermediary firms in the indicated estimated prices . If, during the development of TEP, the specified markups were not taken into account in the estimated prices for materials, products and structures, then the Instructions for the use of TEP should indicate that these costs should be included directly in local estimates;

3.the size of the wage fund, taken into account in territorial unit prices in base prices of 2000;

4. cost of electrical and thermal energy, steam, water and other resources taken into account by TEP;

5.list of territorial collections of unit prices for construction and special construction work developed for a given region;

6. the accepted procedure for accounting for overhead costs and estimated profit in the cost of 1 machine-hour of operation of vehicles (flatbed vehicles, dump trucks, tractors, etc.), bearing in mind that in accordance with the procedure for constructing section 40 of the collection of estimate standards and prices for the operation of construction machines and vehicles, overhead costs and estimated profits should be taken into account as part of the cost of paying drivers.

7. the procedure for amending the TER (if necessary).

If Instructions on the application of TER are issued in any region before the Instructions on the application of federal unit prices for construction and special construction work (FER-2001) are put into effect, the provisions of the regional Instructions must be brought in accordance with the federal Instructions.

When drawing up estimate documentation, all necessary indicators are transferred from the TER collections to the estimates without changes, and if changes are necessary, with reference to the relevant paragraphs of the technical parts of the TER collections and Instructions for the use of TER.

TEP takes into account the full range of costs for performing construction work under normal conditions, at positive temperatures and not complicated by external factors. In the case of work under special conditions (crowded conditions, gas pollution, in high mountain areas, etc.) provided for by the project, or in other, more complex production conditions compared to those provided for in the GESN collections, it is necessary to be guided by the provisions on taking into account the specifics of construction when applying territorial unit prices from the Instructions for the use of TEP.

In regions where there are no duly approved collections of TER, when drawing up estimate documentation and paying for work performed, federal unit prices can be used, taking into account their linkage to local construction conditions and recalculation into the current level of prices for consumed resources by applying coefficients that take into account local conditions, and indices of the transition from prices in 2000 to current prices.

Additional territorial unit prices are developed by regional pricing centers for newly introduced technologies, construction machines and materials, as well as work not included in GESN-2001, when they are included in the Collections of additions, clarifications and amendments to the Collections of GESN-2001.

The development of additional TER is carried out in accordance with the “Methodological guidelines for the development of unit prices for construction, installation, special construction and repair and construction work”, approved by Decree of the State Construction Committee of Russia dated 02.04.1999 No. 30. The initial estimated cost indicators of TER are established as of 01.01. 2000, however, in the absence of data on the cost of certain resources on the specified date, it is possible to determine them by dividing the current estimated prices by indices of a given period by prices as of 01/01/2000.

Newly developed TER are approved by the regional administration in the manner established by it and are subject to mandatory registration with the State Construction Committee of Russia

Industry unit prices

Industry unit prices (OEP) are developed for industries (departments) and are intended for:

Calculation of the cost of construction products in the preparation of investor estimates and tender documentation;

Determining the estimated cost of construction and payments for completed construction work;

Planning and analysis of economic indicators of design decisions and work of construction companies;

Development of consolidated standards for estimated costs and price lists for construction work.

Collections of OEP are approved by departments in the manner established by them, and are subject to mandatory registration with the State Construction Committee of Russia.

OERs are developed based on:

GESN-2001 (each GESN collection corresponds to an OER collection with the same number and name);

Guidelines for the development of unit prices for construction, installation, special construction and repair and construction work;

Industry collections of estimated prices for materials, products and structures used in construction;

Industry collections of estimated standards and prices for the operation of construction machines and vehicles;

Labor costs of workers, taking into account qualification categories, calculated on the basis of the level of remuneration of workers in the construction complex of this industry as of 01/01/2000. The hourly wage of construction workers must include all types of payments and rewards included in the wage fund.

In industries, taking into account the Guidelines for the application of federal unit prices for construction and special construction work (FER-2001), industry guidelines for the application of OEP are developed and approved in the prescribed manner.

Industry Guidelines must include:

1. the procedure on the basis of which transport costs for building materials, products and structures were determined in the industry (as a percentage of selling prices, based on calculations of transport costs, etc.);

2. the procedure on the basis of which the industry determined the estimated prices for building materials, products and structures (zonal, basic with regional coefficients, etc.), as well as the presence of markups from supply, marketing and intermediary companies in the specified estimated prices. If, when developing OEP, the specified markups were not taken into account in the estimated prices for materials, products and structures, then the Instructions for the use of OEP should indicate that these costs should be included directly in local estimates;

3.the size of the wage fund, taken into account in industry unit prices in base prices of 2000;

4. the cost of electrical and thermal energy, steam, water and other resources taken into account by the OEP;

5. a list of industry collections of unit prices for construction and special construction work developed for this industry;

6. the accepted procedure for accounting for overhead costs and estimated profit in the cost of 1 machine-hour of operation of vehicles (cars, flatbeds, dump trucks, tractors, etc.), bearing in mind that in accordance with the procedure for constructing section 40 of the collection of estimated standards and prices for operation construction machinery and vehicles, overhead costs and estimated profits should be included as part of driver labor costs.

In the event that the specified overhead costs and estimated profit were not included in the estimated prices for the operation of construction machinery and vehicles, the Instructions should stipulate that these costs should be included directly in local estimates.

7. the procedure for amending the OEP.

The provisions of the Instructions on the application of OER (including the size of coefficients taking into account complicating factors in the production of work) must comply with the Instructions for the application of federal unit prices for construction and special construction work (FER-2001).

When preparing estimate documentation, all necessary indicators are transferred from the OER collections to the estimates without changes. If it is necessary to make changes, a reference must be made to the relevant "paragraphs of the technical parts of the OEP collections and the Instructions for the use of OEP.

OEP takes into account the full range of costs for performing construction work under normal conditions, at positive temperatures and not complicated by external factors. In the case of work under special conditions (crowded conditions, gas pollution, in high mountain areas, etc.) provided for by the project, or in other, more complex production conditions compared to those provided for in the GESN collections, it is necessary to be guided by the provisions of the corresponding section from the Instructions for the use of OEP .

In those departments where OEP collections have not been developed, it is allowed to use collections of territorial unit prices for the construction of facilities in the coverage area or collections of federal unit prices tied to the conditions of construction and supply of material resources, taking into account the peculiarities inherent in the given industry (and not the region). , in which the object is being built). Conversion to the current price level from prices in 2000 is carried out by applying coefficients that take into account the characteristics of the industry.

Additional industry unit prices are developed by departments for newly introduced technologies, construction machines and materials, as well as work not included in GESN-2001, when they are included in the Collections of additions, clarifications and amendments to the Collections of GESN-2001.

The development of additional OEP is carried out in accordance with the “Methodological guidelines for the development of unit prices for construction, installation, special construction and repair and construction work”, approved by Decree of the State Construction Committee of Russia dated 04/02/1999 No. 30. The initial estimated cost indicators of OEP are established as of 01/01. 2000, however, in the absence of data on the cost of certain resources on the specified date, it is possible to determine them by dividing the current estimated prices by indices of a given period by prices as of 01/01/2000.

OEP for construction work carried out using imported road equipment is developed only if the imported machines used do not have Russian-made analogues.

Newly developed OERs are approved by departments in the prescribed manner and are subject to mandatory registration with the State Construction Committee of Russia

Individual prices

In cases where there are no necessary estimate standards in the current estimate and regulatory framework, or the technology of work and the need for resources differ significantly from those provided for in the collections of the current elemental estimate standards of the State Electric Power System, it is possible to develop individual standards and prices.

Individual estimated prices must take into account the specific conditions of the work with all complicating factors. When applying individual standards and prices, it is not allowed to apply increasing factors to them and to simultaneously take into account energy costs for machines that use a given type of energy carriers and for machines that produce the specified energy carriers. Individual unit prices that meet the necessary requirements are approved by the customer as part of the design and estimate documentation.

Revision of estimate standards

The basis for revising the estimate standards, making changes and additions to them may be the results of completed research or experimental work; studying and summarizing domestic and foreign experience in the preparation and application of estimate documentation; monitoring compliance with the requirements of estimate standards.

Each change made to the relevant collection of estimate standards is assigned a serial registration number. Each addition to the collections of estimate standards is assigned the title sign “Issue No.....”.

Types of collections of unit prices. Their meaning and scope. Costs included in TER(FER)

The unit price determines the amount of estimated direct costs per unit of work.

EP collections are an integral part of the pricing and estimate standardization system in construction operating on the territory of the Russian Federation.
EP collections are developed at the basic price level as of January 1, 2000.

Federal collections of unit prices (FER), developed for the base region of the country (Moscow region), are approved and introduced by the State Construction Committee of Russia.

Territorial collections of unit prices (TER), developed for the territorial entities of the Russian Federation, are approved and put into effect by the administrations of the constituent entities of the Russian Federation, undergo examination and are registered with the State Construction Committee of Russia, after which they are included in the List of current regulatory documents in construction. TER collections are used to compile estimate documentation for construction carried out in the relevant administrative-territorial regions of the country. They contain EP for the types of work performed in the region.

Industry collections of unit prices (OEP), developed for specialized types of construction (energy, transport, water management, mining capital, gas pipelines, communications, certain types of industrial facilities, etc.) according to a program agreed with the State Construction Committee of Russia, are approved by the Ministry of the Russian Federation, other federal executive authorities and industry structures, after which they are included in the List of current regulatory documents in construction.

Each collection of EP contains a technical part, which is divided into sections: general instructions, rules for calculating the volume of work, coefficients for EP, tables with unit prices.

Unit prices are summarized in tables and contain the following indicators for the structure or work meter adopted in them:

· labor costs for workers (except for labor costs taken into account in the cost of operating construction machines) as of 01/01/00;



the cost of operating construction machines, including wages for workers servicing the machines;

· cost of materials, products and structures (except for materials, structures and products, the characteristics of which, when drawing up estimates, are taken according to design data);

norms for the consumption of materials (in physical terms), the cost of which is not taken into account in the unit price;

· names and, as a rule, consumption standards for materials, products and structures, the characteristics of which are accepted when drawing up estimates based on design data.

Estimated standards. Elementary and enlarged estimate standards

Estimated standards are a generalized name for a set of estimated standards, rates and prices, combined into separate collections. Together with the rules and regulations containing the necessary requirements, they serve as the basis for determining the estimated cost of construction.

To the elemental Estimated standards include state elemental estimate standards (GESN-2001) and individual element estimate standards, as well as standards for types of work.

To enlarged Estimated standards include:

estimated standards expressed as percentages , including: overhead cost standards; estimated profit standards; estimated norms for additional costs when carrying out construction and installation work in winter; estimated cost standards for the construction of temporary buildings and structures; indices of changes in the cost of construction, installation and design and survey work, set to the base price level; cost standards for maintaining the customer service (technical supervision)

consolidated estimate standards and indicators , including: aggregated indicators of the basic cost of construction (UPBC), aggregated indicators of the basic cost by type of work (UPBC VR), collections of cost indicators for types of work (collections of PVR), aggregated resource standards (URN) and aggregated resource indicators (URR) for certain types of construction, aggregated indicators of estimated cost (UPSS); price lists for consumer unit of construction products (PPU); price lists for the construction of buildings and structures; estimated cost standards for equipment and inventory of public and administrative buildings (NIAZ), estimated cost standards for tools and inventory of industrial buildings (NIBZ); indicators for similar objects;

Types of estimate standards and prices

Estimated standards are divided into the following types:

state (federal) estimated standards and prices - GSN, GESN, FER

State estimate standards include estimate standards that are part of the current building codes and regulations of the Russian Federation and put into effect by the State bodies for construction (Department of Construction of the Ministry of Industry and Energy (8 groups of subgroups 81, 82 and 83 “Documents on Economics”). They are used for all sectors of the national economy and are mandatory for use in the construction of facilities using federal budget funds.
